A field simulation exercise on highly pathogenic avian influenza, entitled “Bird of Paradise,” will be conducted on October 27 in Hong Kong.

The aim of the exercise is to ensure the Agriculture, Fisheries and Conservation Department preparedness and readiness in case a culling operation in local poultry farms should be necessary. The exercise will focus on:

  • Familiarizing staff with the procedures and biosecurity measures required for carrying out the culling operation to eradicate an outbreak of HPAI H5N1 with a view to identifying improvements in planning and implementation of procedures; and
  • The overall on-site preparedness and implementation of biosecurity measures, such as the procedure for putting on and removing protective clothing, as well as the disinfection of the farm and disposal of carcasses.

A field command center and two fictitious chicken farms are being set up to carry out the frontline duties, which include mobilizing staff and resources, setting up operation areas in the index farm and following personal biosecurity guidelines when entering and leaving the index farm.
