The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) has announced adjusted user fee rates for various veterinary services, including diagnostic goods, and services related to the import and export of live animals and animal products.
Overview of Adjustments
The updated fee structure ensures that the fees APHIS charges are better aligned with the actual costs of providing services. The adjustments will support:
- Personnel hiring and training to improve customer service
- Upgrades to information technology systems for facilitating trade processes, such as issuing export health certificates
- Sustaining inspection and certification activities at border locations, quarantine facilities and other critical sites
Background and Process
This is the first fee adjustment since 2012 and follows a 2023 final rule establishing a new process for updating user fees. APHIS, which does not receive appropriated funding for these services, relies on these fees to recover costs.
Key milestones in the adjustment process include:
- November 8, 2024: APHIS published the proposed changes in the Federal Register
- 30-day Comment Period: Stakeholders submitted 33 comments, all of which APHIS reviewed and addressed in the final notice
- January 10, 2025: Adjusted fees will be posted on APHIS’ user fee website and become effective

The adjusted fees will apply to:
- Veterinary diagnostic goods and services
- Import/export inspection and certification for live animals, animal products, and byproducts
- Activities at border locations and quarantine facilities
